Integrated English Literacy & Civics Program
In accordance with the Adult Education and Family Literacy Act (AEFLA), Title IIof the Workforce Innovation and Opportunity Act of 2014 (WIOA), the Integrated English Literacy and Civics Education (IELCE) program funded through Section 243 supports education services to eligible individuals who are adult English language learners (ELL), including professionals with degrees and credentials in their native countries. These services will enable such adults to achieve competency in the English language through standards-based instruction and acquire the basic and more advanced skills needed to function effectively as parents, citizens, and workers in the United States.
Integrated English Literacy and Civics Education (IELCE) programs provide services that include instruction in literacy, English language acquisition, civic education, and Integrated Education and Training (IET) and are designed to:
- prepare and place ELLs in unsubsidized employment in in-demand industries and occupations that lead to economic self-sufficiency and
- integrate with the local workforce development system to carry out the activities of the program.
